Did you see the section in the Developer's Guide "If the Security Tab does not appear?". In addition to what's listed in the current version of the Developer's Guide, check the name and path of your security database (which is usually the same as your default applicaiton database) stored in Appincl.dbf. Note that you need to specify the database *key*...do not enter a fully qualified path to the database.

To set security permissions for a *page*, right-click on the *PageFrame* and select "Builder" from the shortcut menu. In the Security tab you can set the security id for each page in the pageframe.
