I would guess that the example you outlined makes use of a system wide CBT hook (computer based training), unfortunately you are going to have to use a language that can implement callbacks and generate WIN32 DLL's (not VFP COM DLL's) to implement the hook.

There are plenty of examples in the MSDN library of creating CBT (and other) hooks using C/C++.
