Hi Bela, As Michel and others mentioned, Windows will not pass the events to its programs at certain times. Take this instance for example. Open two windows (any appln) Click on title bar of the inactive window and DON'T release the mouse button. The window will not be refreshed until MouseUp occurs. You have to live with it.
