To my mind you are double billing. In your scenario, I would bill each for the time involved in their project. If I had a contract with someone and I was paying for time they were working on another contract, I would immediately sever the relationship.

For travel and other expenses, I would probably spilt these between the two clients. Or if one is primary, they pay for all travel. Course, if they're primary and the meeting does spill, I do whatever it takes to make them happy.
