Create a new menu (not a shortcut menu) and when you are presented with the menu designer select View from the main menu. From here select General Options and you will be presented with a dialog box, make sure the Top-Level Form checkbox is selected and click the OK button.

To attach the menu you could place some code in the forms Init() event that loads the menu.

This assumes that you have generated the menu code or built the project.
