The time it takes to image the forms is one drawback, especially if they change frequently. (I'm first thinking of having to scan a hard copy into an image format) If you have the reports in the form of a PDF, then you could convert the PDF to an image such as JPG or GIF using Adobe PhotoShop or the like. Depending on the number of reports, size may be an issue for the images. I've used a 200 to 300 dpi before and kept my image size lower. I'm also assuming Black and White images. If you do a Black and White GIF at 200 dpi you are looking at roughly 40KB - 80KB per 8.5 X 11 inch image.
