I wonder if the conversion from 2.6 to 5.0 defaults SET EXCLUSIVE to ON. Since other objects on the same screen are in the same data session, they won't be locked out of the file. But other screens with their own private data sessions will be unable to look at the file.

Search your app for "SET EXCL" (without the quotes); if you find it, comment it out and see if the problem goes away.
