Hi Jim!
As Alex and Cindy have noted, a laptop allows you to be mobile. Imagine sitting in a meeting at a client's office (in your case, a county agency) and they ask for a small modification. You do it right there before the meeting is over.
As for the OS, don't settle for anything other than Windows 2000. It's much more stable than 9x or NT and WindowsMe is worthless.
