multiple times harm anything? Does it just "replace" the old enty or create another one, causing potential conflicts?
It just replaces the already present entries. IOW, there's no problem.

RegSvr32 uses the system path to resolve the file. If your ocx is in an application folder, you would be best served by supplying a complete path.
