Dmitry,
The Form Designer is part of the 'development' section of VFP, not part of the 'runtime', so it can't be distributed to users. Each user should have a legal copy of VFP installed if they wish to use the Form Designer (or other designers like th Menu Designer). As Fred says, only the Report Designer can be included in a compiled application.
