First of all you should always encrypt you password files before they're stored. Secondly, check out FoxPro Advisor Mag. I saw an article about how to go into a VFP table file and switch a bit in the header section that makes the table un-openable with VFP. Then to open it the function switches the bit back. This will slow down your casual database peeper.
