Here's something I neglected to copy. It confirms my suspicions about surrounding areas:
"1. Includes surrounding urban agglomerations. Agglomerations include a central city and bordering urban areas. Some agglomerations have more than one central city (e.g., Washington, D.C. includes Baltimore; Tokyo includes Yokohama and Kawasaki). NOTE: The definitions of agglomerations vary significantly from city to city, hence the difficulty of compiling an accurate, comparative list of the world's most populous cities.
