There are tons available; the HTML Help Workshop is available for free from Microsoft - try HTML Help Workshop for the Microsoft provided tools; I believe that Rick Strahl has a set of tools for this for around $200 that's considerably easier to use - Help Builder 2.10, and there's a shareware version as well there.
