from what i know you CANNOT distribute the form designer in an EXE file.
This violates the license agreement for Visual Foxpro.
I think MS forbids distribution of the form designer because you could distribute all the parts of VFP in your own EXE file and start your own database software developer tool.
There are certain parts of VFP you can include and distribute and certain parts you cannot.
