Ok, I don't know a good solution, but I guess followin idea worth a try.
Make a hidden application that will run always on the server and keep your COM automation server loaded. Keep the reference to the COM object in that appliaction that is not released (stored in some public variable). This will keep EXE file with COM object loaded.
