The thing about DCOM is that currently, he could just get the time from the server, but in the future maybe the whole "Clock in - Clock out" proccess could be done on the server through DCOM. But considering I really have no idea what he is going to accopmplish by monitoring when the computer time changes (because he never told us :-) it might not even be a solution.
