Information does seem to be a bit sparse, but go to http://www.microsoft.com/sql/productinfo/pricing.htm for an overview of all the various editions of SQL Server 2000, including a reference to MSDE. It alludes to MSDE being available in MSDN Universal and Microsoft Office Developer Edition 10, but I don't find any mention of Visual Studio, much less what buyers of VFP 7 might qualify for. If you find out more I'd be interested.
