There is a dHTMLedit activeX control that comes kicking and screaming with IE, MSDN has documentation on how to use it. We've used it in a few applications, but ran into trouble with upgrading to IE 5.5. Users who upgrade to 5.5 have had severe problems with the control either refusing to give up focus, suddenly double spacing all of the text, or even replacing all of the HTML control characters with an alphanumeric code sequence [e.g. '<' translated to '+Ad4' or some such]. If you can be 100% sure that no users are running, or have ever in the past installed, IE 5.5, the control works fine. Otherwise, avoid it.
