Check the menus. Any menu which may have the same hotkey may take over. Also, it may happen there's something on the windows level - some app stealing your keystrokes. I once made a little utility just for my own use, and it was supposed to be invoked via f12. Each time I pressed f12 some emailing software would pop up from the tray.
