If you hadn't found your answer, I was going to tell yes it is illegal. My wife and I were just on a cruise in the Caribbean and they continually told us US Customs agents would confiscate such contraband and you would liable for a fine.

However, one thing they did suggest is to get your hands on some Dominican Republic cigars that utilize Cuban tobacco. These are legal. As long as they aren't rolled in Cuba, US Customs doesn't mind.
