Tried this out and in my tests it seems to work fine.
My only guess is that the values in item_code do not evaluate to spac(10)
as you suspect they do.

I used
_CLIPTEXT=spac(10)
Then pasted the values in some columns...

Also in my tests:
set filt to empty(item_code) and sal_qty >0

was equivalent.
