There are security settings that you can't see using Regedit.exe. Try using Regedt32.exe (in %WINDIR%\SYSTEM32) and check the security settings for the control you're using. It sounds like the settings are for admin only, so change the settings as necessary. This is a SWAG, BTW, so don't get your hopes up.
