not exactly... but I think I have a good guess for you

I had similar trouble with ftp on my new Win2K box because the first time thru the IIS install I somehow completely missed ftp service. It seemed as if it's not like WinNT/Win98 where FTP always seemed to just come along for the ride when you get the IIS Mgr snap in. I did a uninstall and re-install (and actually paid attention the 2nd time) and then my ftp client worked just fine.
