I don´t know if this is exactly what ou´re looking for, but let´s try.

In the control panel, choose system propoerties (Looking on NT 4 here). You have a group of options called something like System Startup, where you can choose the default Startup option (I think Win2k, win98, etc) and another option "Show list for" and a spinner for a value in seconds. If you choose 2 on the seconds spinner, the list of avaiable OS will be displayed for only 2 seconds, and if you click the arrows keys UP or DOWN) the startup menu will wait for you to choose what OS to load just as F8 during Win98 startup( you can choose 1 second as the time for displaying the menu, but you´ll have to be really fast to click up or down!!).
