We've done this as a two-stage setup.
1. Run setup wizard and create a network setup for just the EXE to
create the "Client Install".
2. Put the netsetup directory as one sub directory and the data
as another subdirectory and run the wizard again to create
the "Network Install" to a writeable CD.
When they perform the server install, the server will have a
data directory and a netsetup directory. Clients can be
installed by running setup.exe in the netsetup directory.
As mentioned in other responses, the client setup need only
be run once for each client and the client EXE has to know how
to locate the data directory on the server.
