A lot of the software that comes with terminal emulator cards can do this automatically; I am assuming that you have a local 3270-compatible connection. Also, most file transfer functions from a PC to IBM big iron automatically converts the data.

Finally, check the IBM website. They have had utilities for this in the past (although i haven't checked for a long time)
