I have found that the printer driver settings are stored with the report and sometimes the setting in the printer driver is different than I thought it was. That is to say I set it but when I went back in to check it it was not as expected. I don't know the exact sequence but I think the printer driver has to be opened while the report designer is open otherwise it uses what ever the driver default is at the time the report is run. I haven't done the work to get the exact sequence but have fooled around until it finally works.
