I think this is by design - it relieves you from worrying over "what happens with seconds() if I started this process at 23:58 and it takes five minutes to complete". In such cases, similar functions in other languages would reset to zero, and you could wait endlessly for your task to time the assigned minutes. I remember having to kill a few things done in QBasic because of this.

Therefore, Seconds() in Fox only starts() with seconds after midnight, but then continues on and on, uninterrupted, until you quit.

This is my understanding, and I would also like to be corrected if I'm wrong.
