There are only 2 situations I have seen when 'Set Next Statement' is disabled:
-> the first is when a program is open but not started - I go to the first statement (with an F8) and then go where I want to be.
-> the second is when I am in a procedure - it will not let you go to another procedure or back to the calling procedure with a 'set next' - you can set next to the last statement of the proc, then return to the calling procedure, where you can set next to some statement in the calling proc.
