Include the file foxhhelpps.dll and have VSI register it upon installation. Also include the file foxhhelp.exe which does not need to be registered.

I would also provide separately [on the distribution CD] the latest HHUPD.EXE self-extracting installation file in case the user does not have IE 4[?] or later installed.
