If the client didn't find the time in his busy schedule to sign on the dotted line, then, IMO, he didn't have a right to expect you to wait around. You should have pursued the other gig and if they signed you up before the first client, it's the first client's loss.

Well, you are right. I shouldn't have turned down the other job, especially since he was apparently dragging his feet. Unlike this guy, I try to be fair and do right by people. Unfortunately, whenever I do that I lose out. Live and learn.
