In addition to Barabara's note about making sure the temp environment variable and folder are set up correctly, you may want to also check the attributes of the temp folder itself. I once saw a problem where a user had his Temp folder's system attribute checked when it obviously should not have been.

The other thought I had with regards to the networking is as follows: Are you positive that the desktop shortcuts have the exact same properties? Are the target and start-in directories exactly the same? Are both PC's set up to log in to Windows NT the same way (i.e. PC-B is set up to login to the domain, whereas PC-A is not)?
