The Linux kernel keeps realtime system information in a directory called /proc.
The subdir /proc/pci contains a list of pci devices that the kernel encountered during the bootup. "lspci" is a command on some distros that list the contents of /proc/pci. You can also use "cat /proc/pci" If you are running KDE then the KDE Control Center has a System Info tab on which PCI info is listed.
With any of these you can see you can see IO and IRQ information.
"cat /proc/ioports" or "cat /proc/interrupts" will also show IO & IRQ info, but won't identify the PCI devices as such.

If you have a DOS based Configuation program on a floppy, that comes with the card and that doesn't need Win95s version of DOS, you can boot a bootable DOS 5 or 6.x floppy and then insert the configuration floppy and run the config program to change the IRQ or IO address.

Perhaps your BIOS will allow you to change the config of the sound chip or what ever is conflicting with your ethernet card. ???
