The laser loses 6 lines due to hard, unprintable top & bottom margins. Without knowing for sure, I'd SWAG a legal laser page would have 78 lines (i.e. 84 - 6).
However, be aware that by sending the appropriate control codes (in HP PCL, at least) you can specify lines per inch, which effectively lets you control lines per page.
