The control has two different types of licenses. One for runtime, one for design time. It's best to do an install that'll take care of the proper registration issue for you.
When you say 'install' I'm assuming you meant using the Foxpro setup wizard to create setup disks. I used that wizard on my Win 98 computer and it installs the app just fine on a computer running Win 9x. But when I tried running the setup.exe on a NT computer I received the error 'Invalid parameter'.
