I don't think you can. The OLE control information (license included) is stored (I believe) in the OLE field of the SCX. It is this information that is passed to the control when it intializes from within a form.

Do you have to go the dynamic route? If so, you may have to contact the vendor and set up a deal with them to distribute the design-time license but only for your specific needs.
