In the Report Designer, if you choose File/PageSetup, it will show the dimensions in that dialog (inches or cm).

In the Data Grouping dialog, if you said "Start group on new page when less than" the number 1, and your scale is in inches, then you're saying that there has got to be at least 1 inch of blank space left between the group header and the beginning of the page footer (if any), or else the group will start on a new page.
