It seems to have something to do with opportinistic locking. This is a mechanism that allows the OS to use files exclusively in shared mode. However when a second workstation wants to open one of the files, there is some communication needed to flush buffers and revert to shared- shared mode.

The delay seems to be caused by this communication. Normally this should not take so much time, but for some reason it does in your case. Maybe some registry settings cause the problem. I know ErikM has/had the same problem.
