http://msdn.microsoft.com/vfoxpro. It demonstrates how to automate MTS/Component Services, and though the whitepaper doesn't show you how, there is a way to automate Component Services such that you can shut a COM+ down.

We make good use of it in a project two years ago. However, in this environment, I am still not using it.
