Do you mean that you don't know for each merged letter how many rows you'll need in the table? You essentially want to do a mail merge within a mail merge?
Word doesn't do that very well, to the best of my knowledge. One way to handle it that I can think of is to do a mail merge with the catalog type specified to get the order data into a document. Then, paste that into the main document.
