I have used this product (SourceOffSite) and it is quite good. At the time I used it (early last year), I believe it required a web server with IIS. It was also a little deficient in features, but it has since been substantially improved (if their marketing mail is to be believed <g>).

It runs as a service on your NT box, and you set parameters for where the VSS library is (it's an add-on to VSS, not a standalone VCS) and who the users are. It also gives you a data encryption option.
