I have used a CONFIG.DBF in the directory with the EXE. Some of the fields in the CONFIG.DBF will be paths to different sets of data. Other fields might allow users to select different options for some default behaviors within the application. If/when the structure has to change, I include code in the new EXE to make changes to the CONFIG.DBF based on the current state of the DBF. It has worked well for me; I'm sure other methods work just as well.
