Recently, I ran into a similar scenario but with Crystal Reports. The problem that I encountered was how the support files were installed - under my profile in Windows Terminal Server. What I had to do was uninstall the support files, then re-install them using the Add Programs under Control Panels. Towards the end of the wizard dialog, it prompts if the installed software is to be available to all users or only your profile. This is where I needed to choose all users.
