Are you on Windows NT or 2000? Also, is your computer set up for Daylight Savings Time? There is a known NT/2000 issue (
http://support.microsoft.com/support/kb/articles/q129/5/74.asp) when changing to/from DST: the OS actually changes the timestamps of all files by one hour. The problem we have seen is that FoxPro sees a .H header file with a timestamp different than what it was at the time of last compile as being a different file, and will recompile any form or class library that includes it. Our work-around is to delete all .H files from development machines, and re-get them from SourceSafe, which will restore the proper timestamp. If you are not using SourceSafe, I'm not sure how one could resolve this problem.
I don't know if this is the problem you are experiencing or not, but it is worth a shot. This might also be caused by any .H files having a different Windows timestamp on your various machines for any other reason.
