Check out wwIPStuff from www.west-wind.com. There are tools there which allow you to do everything you want to do and more.

Everything is handled by calls to methods in their objects, which, in turn call IP services in Windows. You can do the process sychronously or
asynchronously (basically letting Windows go off and do its thing.

West Wind wants about $90 for the registration, which is a bargain, considering everything this too will do (it also has a complete FTP
too.
