We had a similar problem. We were using 200MHz machines with 192MB of memory. When those were upgraded to 400MHz with 392MB we got the "insufficient memory" message when starting VFP. I checked the KB and found a reference to a problem with VFP and over 500MB of memory. I decided to try that solution and it solved the problem.

The solution is to modify the boot.ini file and add a switch to tell NT it has less memory. It appears the correct setting depends on processor speed. I tried 192MB and it still didn't work. I changed it to 128MB and VFP worked again. If your machines are faster than 400MHz you may need to use a lower setting.

The switch is /maxmem=nnn. Below is an example of the line from our boot.ini. We added another line to boot.ini so we could boot with limited memory for VFP3 or boot normally with full memory.
