Tools/Options/Projects, select VSS as your source control, and take all of the defaults. Check "Automatically add new projects to source control", if desired. After that, it should be pretty seamless. When you try to open something in a project, it automatically gets checked out.

The integration utility you mention is probably the scctext.prg that is used to convert binaries to something VSS can use for version comparison.
