One place to check for the cause of config.fpw running as a program is the _STARTUP system variable.
After you start and get past the errors, type this in the command window:
? _startup
Perhaps it shows your config.fpw, which it should not.
You can remove it in the Tools/Options/File Locations tab, by blanking out the Startup field, then clicking on Set as Default to save the change. Then quit and try again.
