The way the $ 'Contained in' sign works is you are asking to give me all the records that have this string contained in this field

BROWSE FOR 'ThisString' $ ThisField

or

BROWSE FOR records where ThisString is Contained in ThisField

So the order does matter. As

BROWSE FOR ThisField $ 'ThisString' would not work.
