We discovered that installing Microsoft Publisher adds JPG support to Paint. I don't know if that's documented anywhere, and I also don't know if it works this way under other versions of Windows.

So you can just install Microsoft Publisher on a PC, then with Paint you can open either JPG's or BMP's and do a "Save As" to save them in the other format. This was handy for me because I had a Microsoft Publisher CD that came with something else I bought -- if you actually have to buy Publisher, then it's probably not worth it just for this option.
